How does a story with no actual crime committed make the 'dumb criminals' list? Like this: A woman in Greeley called police because she was convinced that someone was stealing her generic cotton bras and replacing them with Victoria's Secret bras.

According to the Greeley Tribune's Crime Log, an elderly woman had called police to say that a lot of her belongings had been 'switched' in the past year-and-a-half. She said someone had replaced her dishes with very similar looking ones and that someone had stolen her dresses and replaced them with slightly-different ones.
She also said someone took her generic cotton 36D bras and exchanged them for Victoria’s Secret 36DD bras. Those replacements were not cotton.
I don't know about you, but if I thought someone was taking my 4-to-a-pack, generic underwear and replacing them with similar looking top-of-the-line, name-brand undergarments I'd feel like I'd just won something.
This lady decided it was a criminal act and wanted police to deal with it.
Oh, and her husband could be heard in the background of the phone call saying that none of the stuff she said actually happened.
