Yup its true. Bubble wrap was invented by two New Jersey scientists, Alfred W. Fielding and Marc Chavannes. It was launched on January 31st, 1960, but not as packing. It was originally supposed to be for wall-paper. Let me just say, had this actually happened, I don't think my parents would have been able to use it...
