Maybe he wanted the students to be clean? A 6th grade teacher in Brooklyn has been fined $4,000 for awarding his students prizes for buying his family's homemade soap. He claimed it was part of a character building program the school had. The character building program was to encourage students to improve their social and academic skills and the  teachers would give students stickers that they could trade in for items that were displayed in the school’s lobby.

So, the deal was, for every bar of soap they bought, they would receive 10 stickers. Every once in a while he would throw in a no home work pass. The soap cost $3 to $4 a bar and some students would buy multiple bars.
