Pick Up Your Dog’s Poo, Get Free WiFi- Say “What!?”

I think that this is a brilliant idea! I don't know how many times I have stepped in a pile at the park that the lazy owners didn't pick up, its frustrating.  Parks in Mexico City have gotten the right idea, they are implementing a new program that gives free WiFi if you clean up after your dog. The more the owners clean up, the more time is added on to the WiFi. This is a great  incentive to clean up after their dogs. Do you think it would work here?
