Mother Tattoos Her Infant

This is one of those videos that is hard to watch and infuriates you at the same time. This mom is getting a tattoo on what looks like her 1 or 2 year old kid. Why is she doing this? Your guess is as good as mine.  She is speaking Spanish I believe and some people are speculating that this is from another country and that this might be some sort of tradition.  Again, I am not sure what exactly is going on, but it doesn't sit right with me.

Most people are saying that this happened in the states and if that is the case then I say we try to find her and the person that tattooed the poor kid and maybe slap them around a little bit! I mean come on! Who does this!

Do you think this is ok? Even if it is a cultural tradition?
