City Tells Man He Can Whistle While Walking

This is one of those ridiculous stories. A man has been told that if he wants to whistle when he is downtown in Portland, Maine, he has to be moving. Apparently he whistles so loud that people have complained about him and he has in fact been cited twice by police.  It can't be that loud can it? Well, to me it doesn't seem that loud. It does seem to be off key and I am not sure what song he is listening to, but that whistle probably doesn't sound like it. That is the only thing that I see that could get annoying.
