Dogs leash gets caught in elevator door

Fort Collins has a very strict policy on dogs, they must be on a leash and you must pick up after them. But for the first time ever there are now two rangers assigned to enforce the city’s dog leash law. These rangers are retired Fort Collins police officers that do not carry guns...

I do not understand how this happened. In the video it looks like the guy is looking right at his dog on the other side of the doors. The doors close and the elevator goes up with the dog outside, still attached to the leash that is in the elevator. This could have a whole lot worse.
