L.A. city council is thinking about putting a ban on feeding homeless people in public areas.

Why try an hinder charity? Because residents are complaining that meal lines are turning their neighborhoods into "mental wards" and that they should be moved inside.

They are trying to restrict the feeding of homeless in public to keep them from congregating.

So is this to help residents or is this more of an out of sight out of mind type of thing? What are your thoughts? Do you think that L.A. should pass this law?
